Basically there are only a few questions you need to ask.
1.Size

How big you need your laptop to be?
Keep in mind size is related to weight, the smaller the laptop the lighter it usually is.
<12.1>
13.1 inches (Mainstream Laptops)
14.1 inches (Mainstream Laptops)
15.1 inches (Mainstream Intensive Gaming Laptops)
16.1 inches (Desktop Replacement)
>16.1 inches (Desktop Replacement)

Usually if you need to move it around 14.1 -15.1 inches would be around the max for mobility.

2.Usage

Processor

Intel

For Intel Processor typically it is easily identified
Intel Core i (Processor Class Number) - (3 Digit SKU Number)(Alphabet 1)(Alphabet 2)

The Processor Class Number is either 3/5 or 7.
3 refers to the low end Processors
5 refers to the mainstream Processors
7 refers to the high end Processors
The 1st Digit SKU Number refers to the instruction set in the Processor.
3X0 means
  1. No Intel® Turbo Boost Technology,
  2. No Intel® Virtualization Technology for Directed I/O (VT-d), 
  3. No Intel® Trusted Execution Technology, 
  4. No AES New Instructions
4X0 means
  1. No Intel® Virtualization Technology for Directed I/O (VT-d), 
  2. No Intel® Trusted Execution Technology, 
  3. No AES New Instructions
5X0 and above
  1. All Instruction Set Supported
The 2nd Digit refers to the different Frequency of the Processor Family

For the alphabet there are a number of fixed Alphabets
M - Mainstream
Q - Quad Core (4 Cores, 8 Threads, No Intel HD Graphics due to high TDP)
X - Xtreme (Unlocked Multiplier)
U - Ultra Low Voltage (Low Frequency + Low Voltage)
L - Low Voltage (Low Voltage only)
E - Embedded (Not Upgradable)
AMD

For AMD Processor it is not as easy.

Graphics (For Gaming GPU > CPU)

For occasional gaming get at least some decent graphics from Nvidia, ATi.
For Intel Graphics if you must at least go for 3150,4500MHD or the new Intel HD Graphics.
They have Video Codec Decoding Abilties for Adobe Flash 10.1.
For ATi any Radeon HD will do, DO NOT go for Radeon Xpress they are obselete.
For Nvidia, go for anything below 8000 Series. 7000 series are obselete.
Both Nvidia 7000 Series and Radeon Xpress do not support GPU computing and DirectX 10
Use Notebookcheck as a rough guide for gaming performance.
Class 3, Class 2, Class 1 are suitable for occasional gaming.

For more intensive gaming consider getting Class 2 and Class 1 Graphics however they are most available only on 14.1/15.1 inch and above laptops.
Reason being more powerful graphics requires more powerful fansink these contributes to size hence usually they can only be found on 14.1 inch and above systems.

RAM
I dont really bother as it is very easy and cheap to upgrade laptop RAM.
You get more cost saving upgrading RAM yourself than buying a high RAM laptop.

Harddisk
Size is of no concern as they come with at least 120GB and that is more than sufficient.

Edit:
With regards to how good a laptop is in terms of quality you have to look at the design layout.
1) Google the motherboard prints of the particular laptop
2) Heatsink size must be sufficiently large enough particularly for AMD Processor Laptops and those with Nvidia/ATi GPU, larger mass allows higher heat capacity so temperature will not be too high.
The GPU, CPU and Northbridge must not be too close to each other.

3) The capacitors must be of high quality

Symptoms

Sometimes when you try to create a System Restore point or want to configure System Restore feature in Windows, you may fall into any of the below mentioned situation:

System Restore tab may be missing  in My Computer Properties or Create and Configure buttons are grayed out and you see following messages if you try to open system restore (rstrui.exe) from any other ways around.

"System Restore has been turned off by group policy. To turn on System Restore, contact your domain Administrator."

-or-

"System Restore Properties page says disabled by Group Policy"

-or-

“System Restore is disabled by your system administrator”.

If the system restore is disabled by group policy on your computer you would find system restore button grayed out when you open system protection under system properties.

Reason :- System restore is by default turned on.System restore settings are mostly altered by a virus or malware which changes the registry or group policy settings on your computer causing system restore disabled and the restore point creation option grayed out.

Solution:- if the system restore is disabled on your computer you have two option to enable it so that you could create a restore point or configure it or restore the computer.


First Method to enable system restore-Using group policy

1. Type gpedit.msc in RUN or Start Menu Searchbox and press Enter. Itll open Group Policy Editor.

2. Now navigate to:

Computer Configuration -> Administrative Templates -> System -> System Restore

3. In right-side pane, make sure both "Turn off Configuration" and "Turn off System Restore" options are set to "Not Configured". If both or any of them is set to "Enabled", double-click on the option and set its value to "Not Configured" to enable system restore.

4. this will immediately enable System Restore in your system.


Second Method to enable system restore using registry

1. Open registry editor by typing Regedit at Run.

2. Navigate to

HKEY_LOCAL_MACHINESOFTWAREPoliciesMicrosoftWindows NTSystemRestore

3. In right-side pane, if you see any of the following 2 DWORD values, delete them:

DisableConfig
DisableSR
Enable System Restore
Enable System Restore


4. Now go to run and type gpupdate /force to refresh the group policy and it will show the message that the user policy update has completed so now go and check the system restore should be activated.

I know that an 32 bit OS can handle only up to 4gb, but I heard that this amount includes video memory as well.

The 32Bit address space (4GB) includes any memory your graphics card has plus some additional hardware resources.
So a graphics card with 512MB of memory would leave you with about 3.2GB of usuable memory on a computer with 4GB of DRAM installed.
 
In round numbers XP, Vista and Windows 7 32-Bit Versions of the Operating System can only address 4GB.
Does not matter how much memory you have installed 4GB is the max.

Ever logged on to your PC and discovered a mysterious SysMenu.dll error message youve never seen before? If the answer to that is "yes", then, just like thousands of people worldwide, you have been infected with a PUP. PUPs – which is short for Potentially Unwanted Programs - are computer software programs that install themselves without you knowing about it and then, rather presumptuously, take it upon themselves to install new files on your PC. Some of them can cause a RunDLL C:PROGRA~1COMMON~1SystemSysMenu.dll error message on startup saying that the specified module could not be found.

However, I must say that detection ratio is still pretty low, just 18 out of 57, which means that most users will not be warned about this malware when installing certain programs, mostly freeware and adware. So just how do you install something without knowing that youre doing so? Well Potentially Unwanted Programs make it their business to be pretty sneaky. They dont discriminate either; they might be packaged with a program that is totally legitimate and reputable, or with something that is a little more shady – or even illegal.

Does that mean I have to stop downloading files and programs?

Well, it would be virtually impossible to say that we should never download anything ever again. From tools that enable us to work, to instant messengers to audio and video files to fun lifestyle apps and games, theres no way we want to, or should have to, give up installing the programs we want and need on our devices. So what do you do if you dont want to run the risk of also downloading a Potentially Unwanted Program and then getting the SysMenu.dll error? The point is, you need to be careful. PUPs are sneaky but they are possible to spot if you are extra vigilant.

Installing a decent anti-malware program is clearly important – for protection against everything nasty and unwanted but there are other things you can do. One is to make sure the programs you have installed on your computer are up to date. By ensuring that everything running on your PC is the newest version you will know that they have the latest security measures in place. The same goes with making sure you also have Microsofts latest security patches installed. Despite their title, its fair to say that PUPs are generally unwanted rather than only potentially unwanted but the silver lining on the PUP cloud is that the majority of them are actually fairly simple to remove from your machine. Simply go to the Windows Start Menu and delete them through the Remove or Uninstall Programs option. If you dont know what to look for, list your programs by installation date. 2. Download Autoruns for Windows and save it to your Desktop.

3. Launch autoruns.exe program (Vista/Windows 7/8 users right-click and select Run As Administrator).

5. If found, right-click on the entry and choose delete. They are usually yellow highlighted.

6. Close Autoruns and reboot your computer when done.

    Uncheck ‘Hide protected operating system files’
    Another method: This method show the folder/file permanently. 

    Go to Start->run->cmd
    Then navigate to desired directory.
    Then Type
    attrib foldername -r -a -s -h
    +R :- Use the +R option to make a file read-only. Read-only files may be read but they can`t be changed or deleted.-R : – Use the -R option to change the file protection attribute back to normal (so it can be read, changed, or deleted).
    +A :- Use the +A option to set the ARCHIVE attribute of a file. When the +A option is used, this flags the file as available for archiving when using the BACKUP or XCOPY commands.

    -A :- Use the -A option to turn off the ARCHIVE attribute.

    +H : – With DOS Versions 4 through 6, use the +H option to set the HIDDEN attribute of a file so that it will not appear in a directory listing.

    -H :- Use the -H option to turn off the HIDDEN attribute.

    +S :- With DOS Versions after Version 4, use the +S option to set the SYSTEM attribute of a file. When the +S option is used, this flags the file as a command file used only by DOS. The file will not appear in a directory listing. This attribute is generally reserved for programmers.

    -S :- Use the -S option to turn off the SYSTEM attribute.

    I have downloaded W7 PRO and XP (although Im not sure how the Aotcad would recognize).
    How do I know if
    the XP download is on my computer and how do i get the Autocad to recognze?

    Using Windows troubleshooter:

    • Click on Search on Charm bar and type Troubleshooting. Click on the very first option.
    • A new window will open. Click View all from the left pane.
    • Scroll down to the bottom and click on Windows update.
    • Troubleshooter window for Windows update will pop up. Click on NEXT. It may ask you for administrative permission.
    • The troubleshooter will automatically detect problems and fix it.
    • Now, close this window and try download/install the app which was previously showing error.

     To open the computer in the System Recovery Options menu
    I. Remove all floppy disks, CD-ROMs and DVD-drives from the computer, and then restart your computer using the computers power button.
    II.Do one of the following:
    a) If your computer has a single operating system installed, press and hold the F8 key, restart your computer. You need to press F8 before the appearance of the logo for Windows. If you see a logo for Windows, you need to try again, wait until you see the entrance to the invitation of Windows, and then shut down and restart the computer.
    b) If your computer has more than one operating system, using the arrow keys to select the operating system you want to repair, and then press and hold F8.
    III. On the Advanced Boot Options screen, using the arrow keys to highlight Repair your computer, and then press Enter. (If Repair your computer is not listed as an option, then your computer does not include preinstalled recovery options, or your network administrator found it.)
    IV. Select a keyboard layout, and then click Next.
    V.On System Recovery Options menu, click a tool to open it.

    .To open the System Recovery Options menu using the Windows 7 installation disc or a USB flash drive, or a system repair disc
    If your computers system is severely damaged and you can not access the System Recovery Options menu on your computer, you can access it using the Windows 7 installation disc or a USB flash drive, or using a system repair disc if you created one earlier.
    To use this method, you need to restart (boot) your computer using the disc or USB flash drive.
    I.Insert the Windows 7 installation disc or USB flash drive, or a system repair disc, and then shut down your computer.
    II.Restart your computer using the computers power button.
    III.When prompted, press any key, and then follow the instructions that appear.
    IV.On the Install Windows page, or on the System Recovery Options page, choose your language and other preferences, and then click Next.

    a) If neither the Install Windows page nor the System Recovery Options page appear, and youre not asked to press any key, you might need to change some system settings. To learn how this can be done, see: Start your computer from a Windows 7 installation disc or USB flash drive.
    V.If you are using the Windows installation disc or USB flash drive, click Repair your computer.
    VI.Select the Windows installation you want to repair, and then click Next.
    VII.On the System Recovery Options menu, click a tool to open it....
